Since September 2013, I am working as a scientific officer for the European Commission's Joint Research Centre (JRC), where I was already employed for three years as a post-doc (2009-2012) and six months as an intern (2005). My career focuses on multi-disciplinary interoperability, open innovation, and regulatory learning. The underlying interests include (i) research on public governance and citizen science, (ii) policy, especially digital transitions, Responsible Research and Innovation, and public sector reforms; and (iii) the uptake of emerging technologies, including virtual worlds, artificial intelligence and others.

The "EU wide registry of public sector semantic models" workshop aims to define actions to create a entry point for connecting national collections of semantic assets. It provides an ideal opportunity to receive presentations and influence discussions on the benefits of having insights into existing modeling work from Member Countries, the costs of not having the registry, the support it offers to a single market of cross-border public services. Additionally, the workshop will explore the value of the registry in preserving and transferring institutional know-how amid the constant reconfigurations of teams working in public bodies. Lastly, it will address the significance of the registry for AI-powered solutions in designing new semantic specifications while rationalizing existing models. We welcome contributions from all relevant disciplines and encourage participation from those in the public sector, open source, academic communities, and semantic technology practitioners.

Siim Sikkut led the digital government and digital policy area in the Government of Estonia for 10 years, most recently as the Government CIO from 2017 to 2022. As a serial intrapreneur in the public sector, he was also one of the founders of Estonia’s groundbreaking e-Residency program. Siim has been recognized as one of the world’s TOP20 most influential people in digital government by Apolitical. Siim currently advises governments and leaders on digital strategy, the leadership and governance for its delivery, digital service reforms, and public sector innovation. He is a Managing Partner at Digital Nation, a digital advisory network originating from Estonia. He is the author of the book Digital Government Excellence: Lessons from Effective Digital Leaders, published globally in 2022.
