Serhii Orlov, the Chief Digital Transformation Officer and Deputy Minister of Justice of Ukraine, has led the digitization of over 30 justice services over the past three years. His notable contributions include automating the registration processes for private entrepreneurs and LLCs, with 7 out of 10 private entrepreneurs in Ukraine now utilizing this online service. Additionally, Mr. Orlov has enhanced the interoperability of state registers by establishing new connections with various state institutions. He also leads data analysis initiatives within the Ministry of Justice, developing system to help forecast reoffending risks. Prior to his government tenure, he had a significant role in the private sector focusing on digital transformation projects and was key in developing the Parliament Budget Office, an analytical tool for parliamentary control.
